The Diputació de Lleida, the provincial council, proposed to its plenary that its president, Joan Talarn Gilabert, be named the institution’s representative in the Association of Municipalities for Independence (AMI). This is recorded on the council’s own page listing the bodies and consortia in which the institution takes part, in the copy archived in March 2026, which lists the representatives of the corporation after the extraordinary plenary session of 11 July 2023 at which the new corporation was constituted.

An association for a «state of its own»

The AMI’s statutes, published on its website, state that the association is created to «work permanently to achieve a state of its own for Catalonia». Among the obligations of its members, the statutes include «contributing to the financial upkeep of the association by paying, at least, the established fee».

The same list from the provincial council includes other appointments to associations, such as the Association of Micro-Villages of Catalonia or the Spanish Association of Mountain Municipalities.

The president of the provincial council

Joan Talarn, of Esquerra Republicana (ERC), was re-elected president of the Diputació de Lleida in July 2023, as reported by Pallars Digital. In December 2025, as president of the institution, he presented the institution’s budget for 2026, according to Nació Digital and SEGRE.

What is not on record

None of the documents cited records the amount of the fee that the provincial council pays to the AMI or the budget line from which it is paid.
